Hoy, 22 de marzo se celebra el Día Mundial del Agua. Creemos que lo importante de esta fecha es, como menciona la ONU: no dejar a nadie atrás, marcando como objetivo principal atender a los grupos más vulnerables y a menudo, discriminados al acceso al agua potable.
Según el Registro Nacional de Barrios Populares (RENABAP), en Argentina existen 4416 barrios populares donde viven más de 4 millones de personas. El 92% de estos barrios, no acceden a la red formal de agua corriente y esto no nos alarma tanto como debería. El agua es esencial para el ser humano y para toda forma de vida y uno de los denominadores comunes de los desafíos para el desarrollo sostenible. Los recursos hídricos y las posibilidades de servicios que brindan son un factor clave en la reducción de la pobreza.

Solamente en la provincia de Buenos Aires hay 485.080 familias que viven en situación de pobreza, en más de 1726 barrios populares, y el 87% de estos barrios no tienen acceso formal a agua corriente. Esta realidad de tantas familias sin acceso al agua tiene su correlato en los vecinos y vecinas de los barrios populares que día a día lideran luchas y soluciones transitorias para problemas estructurales: imágenes cotidianas de mangueras irregulares, muchas veces pinchadas; de pozos comunitarios construidos sin controles de seguridad y calidad y de largas cuadras que hay que caminar para acceder a un poco de agua potable. Lo urgente se hace realidad en forma de baldes, bidones y mangueras, mientras el Estado suma un día más sin brindar la solución de fondo: caños, redes y conexiones formales de agua y cloacas.
Si sabemos que la falta de acceso formal a estos servicios de agua y cloacas es perjudicial para la vida humana, que aumenta la mortalidad. Entonces, ¿qué estamos esperando? ¿Que aumenten las muertes por contaminación del agua? ¿Que la irregularidad siga atentando contra el desarrollo de los niños y niñas? ¿Por qué privamos o no logramos, que todas las personas que habitan este país puedan darse al menos una ducha caliente en invierno? ¿Por qué tiene que ser para tantos una odisea lavarse las manos, cepillarse los dientes y no un derecho constituido?
Para no dejar a nadie atrás, se deben concentrar esfuerzos en acciones que incluyan el uso más eficiente de los recursos hídricos y el acceso al agua de calidad, de manera formal como puntapié para la inclusión, para la reducción de la pobreza y para lograr ciudades justas e integradas. Sin acceso al agua no hay igualdad, sin acceso al agua no hay pobreza cero.
