(PBA) Arba, la Afip bonaerense, intensificó controles en distintos puntos para verificar que los establecimientos comerciales y de servicios cumplan con la obligación de aceptar pagos con tarjeta. Los inspectores se focalizaron el rubro gastronómico, hotelería, esparcimiento, turismo y comercio minorista, ya que, de acuerdo a relevamientos de ARBA, el 40% de este universo de contribuyentes no ofrece a los consumidores la posibilidad de pagar sus compras con tarjeta. La sospecha es que gran parte de las operaciones de contado se hace en negro.
Gastón Fossati, director de Arba, explicó que “en función de lo que determina la Ley Impositiva 2019, los establecimientos que no cuenten con dispositivos que permitan a los clientes pagar de forma electrónica podrán ser sancionados con multas o clausuras, que serán decididas a través de la justicia”.

Según la normativa vigente en el país, los contribuyentes que vendan o presten servicios a consumidores finales, en forma habitual, deben aceptar como forma de pago las tarjetas de débito o medios equivalentes. Para ello, tienen que contar con terminales electrónicas de punto de venta (POS, MPOS, PIN PAD, otros métodos o dispositivos). La obligación rige para todas las operaciones a partir de los $100.
Los controles, que agentes de ARBA llevan adelante en conjunto con sus pares de AFIP, se extenderán hasta mediados de febrero y abarcarán diferentes ciudades de la provincia de Buenos Aires, en especial de la costa atlántica y otros puntos turísticos.
“El foco principal de las acciones está puesto en los lugares de veraneo, dado que en estos meses reciben muchos visitantes y hay un incremento del consumo”, aseguró Fossati.

En ese sentido, afirmó que “los controles son muy importantes porque favorecen la aceptación de tarjetas, garantizando una mayor comodidad y seguridad a todas las familias que están de vacaciones. A la vez, los pagos electrónicos dejan registro de las ventas y, por eso, aportan mayor equidad tributaria”.
Así as cosas de acuerdo al relevamiento, en Mar del Plata, el 40% no posee medios electrónicos de pago. En Pinamar es el 36%, en Necochea, el 37%, en el Partido de la Costa, el 31%, en General Alvarado, el 39%; en Mar Chiquita, el 30%; en Maipú y San Cayetano el 37% no posee medios electrónicos de pago.
El dato más curioso lo arrojó Villa Gesell donde el 80% de los comercios ofrecen a sus clientes la posibilidad de pagar con tarjeta.
La obligación abarca a todos aquellos que prestan servicios, incluso los profesionales y rige desde el 1 de abril de 2018 a nivel nacional por disposición de la AFIP. Las multas van hasta los 300.000 pesos y el organismo recaudado puede llegar a clausurar el negocio. La medida de la AFIP que se enmarca en la ley 27.253, promulgada el 10 de junio de 2016. NR
