(CABA) El jefe de gobierno porteño Horacio Rodríguez Larreta convocó formalmente a las PASO porteñas para el 11 de agosto – en simultaneidad con las elecciones nacionales- aunque no fijó la fecha de las generales. Desde el Gobierno de la Ciudad aseguran que harán el llamado en el transcurso de este mes y que también será “en sintonía con el calendario nacional”. Las dudas giran en torno al desdoblamiento en caso de balotaje.
La aprobación, en octubre pasado, del nuevo Código Electoral le dio al jefe de Gobierno la facultad para fijar la fecha de la elección local y unificarla con la nacional. En enero se conoció que, para empujar la reelección de Mauricio Macri, Rodríguez Larreta convocaría a la elección local en simultáneo con la nacional y el reciente decreto lo confirmó.

Sin embargo, el texto publicado el viernes en el Boletín Oficial no especifica el día de la elección general. Desde el Gobierno de la Ciudad aseguran que los plazos fijados en el nuevo el Código admiten esta dilación entre las dos convocatorias – el llamado a primarias se efectúa 120 días antes y la general 185 días antes- y que la Ciudad se comprometió a “coordinar las elecciones para que los ciudadanos sean convocados una sola vez a votar”.
Pero puertas adentro, el gobierno porteño está inmerso en una discusión política: el desdoblamiento en caso de balotaje. Cuando se estipula la fecha de los comicios generales se debe pautar también el día para la hipotética segunda vuelta.
Ahí surgen al menos dos dilemas: por un lado, el miedo al arrastre negativo que le pueda ocasionar Macri a Larreta -que en la segunda vuelta de 2015 le ganó a Martín Lousteau por solo tres puntos- y por otro, qué pasaría si llegan distintos partidos políticos a los balotajes. Por ejemplo: si en la nacional, la segunda vuelta es entre Macri y Cristina Kirhcner y en la Ciudad entre Larreta y Martín Lousteau como candidato de Roberto Lavagna.

Como no hay precedentes de una situación así, se están analizando todas las opciones y desdoblar el balotaje es una de ella. El Gobierno porteño consultó la posibilidad con Nación y desde la Casa Rosada le dieron el aval para decidirlo.
Tanto en Ciudad como en Nación el balotaje debe ser dentro de los 30 dias después de la elección general. Ese plazo vence el 24 de noviembre -fecha que ya se pautó el balotaje presidencial- con lo cual la Ciudad podría convocar para el 17 de noviembre.
El decreto emitido por la Ciudad también contempla la paridad de género en las listas de legisladores y establece la obligatoriedad de los debates entre candidatos electorales.
La Ciudad elige jefe de Gobierno y 30 legisladores. Si bien en las últimas elecciones Capital votó con boleta electrónica, para no mezclar los sistemas este año regirá la boleta papel. NR
