(CABA) La Legislatura porteña iniciará el debate de un proyecto que propone que las empresas tabacaleras estén obligadas a recolectar las colillas de cigarrillo que los fumadores arrojan en la vía pública, consideradas contaminantes, y plantea como opción la colocación de contenedores similares a los tachos de residuos.
En consonancia con el Día Mundial Sin Tabaco, la iniciativa fue elaborada por el legislador de Vamos Juntos Maximiliano Ferraro, y apunta a garantizar la gestión ambiental de las colillas de cigarrillos en su etapa pos consumo, utilizando el principio de “responsabilidad extendida del productor”, también conocido como “quien contamina, paga“.

Las colillas contienen filtros que están hechos de acetato de celulosa, un material que tarda aproximadamente 10 años en degradarse; y liberan nicotina, alquitrán, arsénico y otros metales pesados que contaminan el agua y los suelos.
Según datos consignados en el proyecto, las colillas de cigarrillos representan 750.000 toneladas anuales a nivel mundial; en tanto que dos tercios de ese total son arrojados en la calle o en las playas y no tienen ningún tipo de tratamiento como residuo.
Ante este panorama, la propuesta legislativa estipula que las empresas importadoras y productoras de cigarrillos y tabaco deban presentar un Plan de Gestión Ambiental, el que debe incluir “un conjunto de actividades interdependientes destinadas a recolectar, transportar, reciclar, valorizar, tratar y disponer las colillas de cigarrillos”.

En ese sentido, promueve una recolección de las colillas de manera diferenciada del resto de los residuos, la que se deberá realizar mediante la instalación de contenedores especiales en lugares de acceso público.
Además, establece que las colillas que sean arrojadas en la calle y no en los contenedores, podrán ser recolectadas por el Estado local, no obstante los gastos de este servicio serán solventados también por las tabacaleras.
“Tal como se aplicó en la ley de gestión ambiental de pilas en desuso, entendemos que quien introduce al mercado un producto que potencialmente puede causar serios riesgos para el ambiente y la salud humana, debe hacerse cargo de su gestión pos consumo como residuo”, sostuvo el legislador. NR
