El jefe de Gobierno porteño, Horacio Rodríguez Larreta, recorrió la obra de la futura sede del Ministerio de Desarrollo Humano y Hábitat en el lugar donde estaba el edificio Elefante Blanco.
“Para el desarrollo de la zona sur de la Ciudad éste es uno de los hitos más importantes”, expresó Rodríguez Larreta.
La demolición del Elefante Blanco y los trabajos en sus alrededores permitirán la integración urbana del barrio de Villa Lugano, potenciando su actividad comercial y garantizando la igualdad de oportunidades para más de 25.000 vecinos.

Además, el Jefe de Gobierno porteño indicó que el “Elefante Blanco era uno de los símbolos de la decadencia y del fracaso argentino”, y agregó: “La verdad que es increíble ver cómo avanzan estos trabajos”.
En esa línea reconoció que “la obra tiene dos partes”, y argumentó: “Una es la que respecta al edificio del ministerio, que a partir de mayo empieza la mudanza y para julio calculamos que esté todo listo; y la otra es la que tiene que ver con el espacio público, donde acá también vamos a tener para mitad de año un parque enorme y verde para que todos los chicos puedan disfrutar”.
De la actividad también participaron el ministro de Desarrollo Urbano y Transporte, Franco Moccia; y el subsecretario de Fortalecimiento Familiar y Comunitario, Maximiliano Corach.
La nueva sede del ministerio, sustentable e inteligente, va a tener tres pisos y 17.700 metros cuadrados sobre la avenida Piedra Buena. Además, dará trabajo a 1.138 personas.
El Barrio 15, con el Elefante Blanco en pie, era uno de los barrios con mayores índices de hacinamiento: la ausencia de servicios básicos formales, el riesgo de contaminación ambiental por los basurales en los subsuelos, la presencia de roedores e insectos, la inundación de los subsuelos con aguas servidas, la permanente humedad de la zona y el peligro de caídas por las hendiduras donde se habían pensado ascensores, entre otras graves problemáticas socio-ambientales, provocaron que el Elefante Blanco y el predio que lo rodea sean inhabitables.
Por eso, la demolición del Elefante Blanco contribuyó a mejorar las condiciones de higiene y seguridad de todos los vecinos.
A su vez, la presencia del ministerio va a ser un gran puntapié para el desarrollo del barrio, una de las zonas con más potencial de toda la Ciudad y que va a contribuir a la política de descentralización que lleva adelante el Gobierno porteño.

Las obras de infraestructura en todo el barrio incluyen redes cloacales, pluviales, eléctricas y de fibra óptica, construcción de calles, veredas, cordones, cunetas y luminarias.
Pensado originalmente como el hospital más grande de América Latina, el Elefante Blanco tenía 14 pisos, un nivel de basamento y dos subsuelos. El proyecto inicial, del ex presidente Juan Domingo Perón, se interrumpió con el golpe militar de 1955 y las obras se abandonaron. Desde entonces, el edificio fue ocupado por familias de bajos recursos.
En 2011, cuando el Gobierno porteño se hizo cargo del mismo, llevaba más de 50 años sin mantenimiento. Había 90 familias dentro y otras 180 en los 62.600 metros cuadrados del total del predio, conviviendo con altos niveles de contaminación por los residuos y las aguas servidas.
De esta manera, desde enero de 2017 se estudiaron los cimientos del edificio, se acompañó a las familias que lo habitaban en su proceso de relocalización y se comenzaron a realizar obras de infraestructura en tres ejes: radial, ferroviario y de entorno.
